Now I know that Dukat was Prefect of Bajor for many years and could of had many Comfort Women, but would it have been a nice twist if Tora Naprem was actually an alias for Kira Meru; thus making Ziyal and Nerys half-sisters?

Well that would bring Dukat's hitting onto Nerys to a whole new level of creepy.
