So here's the missing 3-second shot thanks to some posters over at Blu-ray.com:
Looks like my speculation about the footage maybe being lost due to use in the First Contact teaser trailer was unfounded. This looks more like the situation with the missing 2 seconds from "We'll Always Have Paris" that was never located and less like the missing 13 seconds from "Sins of the Father" that was simply misplaced. I don't think it's likely that they'll ever find it.
But it *is* from Part II, just like I thought! The disclaimer on the package is wrong.

There's always the possibility it'll turn up in time for the Season 4 Blu-ray, but if not, the effort is appreciated.

That would have worked! I would have been okay with that. Or considering they were scanning everything, the use of another take or possibly compositing Riker's mouth movements from the 1-inch tape upconvert and blending it into the HD footage that *was* found. That way 90% of the shot would have been HD.
But, as it is, I'm sure it will be okay. Good thing the scene is dark.

I am tempted to buy the stand alone version of "Best of Both Worlds". Not sure if it is worth the money if I will own season 3 and 4 on bluray?

For as inexpensive as it is, it's definitely worth it - it's got like 30 minutes of disc exclusive documentaries, a BOBW-specific gag reel, and a full feather-length commentary. Go for it!

I'm happy with the season two box set.
Is that supposed to be a city in the background? Because the perspective looks somewhat off and the size seems way too small. It's better than the SD equivalent, but still, it looks wrong to me.
The shot of Gomtuu, however, looks just breathtaking!
