Making them as hard to kill as a living human, at the very least, would have gone a long way to keeping them a viable threat. Their soft, squishy skulls that you can smash like a rotten pumpkin is a major detriment to that.
soft bones and skulls seem perfectly fine to me,
they don't get the proper requirements dietary wise so they get little calcium, its no different to a reptile with calcium deficiency.

The S2 finale is an example of how the zombies can continue to be a bigger threat. In that situation, you had a number of armed people unloading on the walkers:
Rick
Glen
Andrea
Lori
Hershel
Daryl
Jimmy
But their efforts ultimately meant nothing as they were overwhelmed.
In the pilot, and the last two episodes of S1, we saw many tanks and soldiers out of commission / dead, respectively (the city and outside of the CDC). I'm guessing large herds overwhelmed groups--even armed with military firepower, so if that guess is spot on, there are still ways for zombies to pose a great threat.
Even at the prison, the survivors were always ducking and dodging in the commons area, the halls and in the yard, as the numbers and walker hunger keep them chasing the living.
Those zombies wearing riot gear were a good idea.
Numbers... Herds of them. There must be billions of them on the whole. We see that they eat anything living. Well, as the cities are depleted of living sustenance, they'll be spreading out to where wild life is, big time.
As for an improvement, I'd like to see them show a few more human traits though, like climbing. If that hunger is so strong, they'll climb a fence. They climbed a tank. They are reanimated primates after all. That's been one drawback of how they were depicted this season at the prison. The other is their strength. Twice this season they were unable to break through a partially rolled down car window. I could do that, if I was crazy enough
However, I'm getting the feeling this is not completely a horror show, & even when it is, the zombies are only a part of that, as this season illustrates. So the zombies don't have to be a constant horror for the show to be good

Oh yeah... I just remember the other way they've stolen some of the threat zombies should have, the infectiousness. They're way too comfortable being in contact with or close proximity to zombies, & that's primarily because I've seen so much on this show overlooked, that could be qualified as an exposure to the disease
Michonne had her entire head smashed into an aquarium full of zombie head soup. They play way too loose with the exposure factor imo
Keep all the prison cells locked at night. Problem solved.
There should be untold numbers of elderly zombies if everyone is infected and just started turning into zombies when they die. Thousands upon thousands of elderly people die of natural causes around the world every day. Zombies should have been killing their grandchildren and nursing staffs on the very first day of the outbreak before anyone could recover from the shock and realize what's going on. That's what would give you numbers.
They do that already, as seen in "Guts," when Rick was shooting zombies trying to climb the fence in hot pursuit.
Oh yeah... right, in season one, the episode after they climb the tank, but by season 3 they're just kind of hanging around the prison fences
That threat should be bigger at the prison
The biters in Season 1 were freshly dead, and still had muscles and some "brain power" (remnant imagination, perhaps?) to motivate them to do things like climb fences and smash glass with rocks. By Season 3, after almost an entire year, the biters are significantly decayed (as shown by the makeup) and are probably lacking in strength due to decayed muscles and any "imagination" they have is gone. They just walk until they bump into something.
Furthermore, the biters are only really motivated to act when they sense prey by sight or smell, and most of the time Rick's group isn't hanging out by the fence to antagonize them. So they just ceaselessly bump against the fence. If one walker did show any inclination to scale the prison fence, someone would merely need to destroy that one before they made it to the top.
To really invade the prison, a large herd would be needed to just push the fences down with their mass, as happened on Hershel's farm and in "Guts". That could happen someday. Perhaps the Governor could round up a large herd and aim them at the prison.

I'm wondering about something...a couple of somethings, actually.
Merle killed 8 guys in his ambush. Well, he took them down and let the walkers get them. At least two were shot in the legs, to take them down without killing them outright.
1) Except the Governor. Was Merle trying for a headshot and Ben stepped in the way, or trying to wound and Ben was shorter and so was shot in the head?
2) The wounded men who were attacked by walkers. When Daryl gets there, they're dead. Dead. Not getting up and becoming walkers. Yeah, some had their guts out and such, but they were not getting up. I know, this allowed Daryl to see them as having been shot (by Merle) and so know that Merle tried to redeem himself in some way. But shouldn't they have become walkers?

He was clearly aiming for the Gov when idiot boy stepped in front of him and took the bullet instead. It also gave away Merle's position, as Gov looked for where the shot came from and went after him.
Will have to check that part again. Don't know if they took head shots/head damage at some point or if Gov or his men shot them later or what.
Everybody turns at a different rate, Andrea's sister took all night long, after she was bit before she reanimated
Maybe they just hadn't reanimated yet. It can take from minutes to hours, so the first ones to rise would eat the freshly dead but not yet reanimated bodies.
Makes you wonder how much time had passed between Milton dieing and reanimating, certainly would not of took Andrea 2 hours to get the dam pliers and free herself. LOL
