Clarence Boddicker was one mean villain. The way he murdered Peter Weller's character in robocop is still very brutal to me.

Joker was pretty scary as far as Batman villains go, but Clarence was far more twisted and sadistic. Hell, just for the brutal killing of Murphy alone, not to mention all the other things he does in the movie (or the history of rape and murder we see in his long rap sheet).
He was also a lot funnier too, ironically.

Clarence was an inventive sadist, but he was still an errand boy.
The Joker needed no guidance, and he terrorized not just the police, the law, and society; he terrorized Gotham's criminal element as well. Quite a reach for one little nut job without backing by a large corporation like Botticker, or a secret society like Bane.

Another thing that was awesome is Clarence was this balding man with glasses which made his badassness even more badass. In the 80s he was not a typical action movie villain.
