Since the OP didn't ask for security chief, I'm a fan of Ensign Garrovick.

I think Worf was the model of how to bring the position to the fore effectively, as held by a recurring character. I voted for TNG Worf.

I always thought that Odo's position as security chief was wildly implausible. For one thing, I never believed that the Cardassians would have trusted Odo as chief, during the occupation. For another, nothing suggests sleeper agent like Odo's background before he was named "Unknown Sample" (i.e., it's completely unknown). Given that, I never believed that Starfleet would have approved of him as security chief. Command would have insisted that Odo be replaced, which would have gone relatively smoothly, given that Odo's immediate superior in security would have been withdrawing with the Cardassians anyway. However, Odo was always an entertaining character to watch, and no doubt would have been formidable in his position.
 
Yar gets a spot despite being in TNG for all of two seconds, Worf gets two slots(even though he wasn't a security officer on DS9), but Chekov doesn't get a slot?

I'd have to say... whoever was left alive at the end of Kirk's 5-year mission!

He wasn't in Security then. I'm referring to his duties as Chief of Security in The Motion Picture. He greeted Spock and granted him permission to come aboard. And later he did some screaming.
 
But Use, Odo was running security for a mixed Starfleet, Bajoran Militia and civilian space station. None of the others had to worry about such a mix - just think of all the different rules and regulations Odo had to remember he was flaunting!

Yeah, but he didn't do that great of a job integrating the two. I remember him throwing a bitch fit every time someone from Starfleet security showed up. HERE'S MY RESIGNATION COMMANDER!:lol:

Odo only threatened to resign once, when Eddington was first assigned to the station. Of course, he stayed, and ended up getting bragging rights when Eddington turned traitor.
 
The answer is Tuvok. Worf was good but too much the hothead, Yar we didn't get to see too much of. As someone else pointed out, Odo had a creepy authoritarian streak and had little respect for privacy or civil liberties. Not a trait you want in a policeman type of role. Reed is not mentioned here but was pretty good.

Tuvok just combined competence with being calm and collected.

Again, it was a joke but he actually threatened to resign twice. He also flipped his shit when LT George Primmin came on the station.

Well, the Cardassians didn't trust Odo. His security office had an independent force field that activated in the event of an insurrection on the station. Clearly the Cardassians expected Odo to side with the Bajorans.

He was a sleeper agent! For the Dominion, of course, and he didn't quite work out for the Founders the way they expected...

Apparently Odo was left in charge of Bajoran Militia and civilian security affairs, which makes sense as Starfleet wouldn't care (or be allowed to interfere) in those matters. And apparently someone in the Bajoran Militia wanted Odo around, since he was introduced wearing a Bajoran uniform. Apparently the Bajorans didn't consider Odo a Cardassian lackey, and neither did the Cardassians.

Yeah, I watched the show.

To clarify, the Cardassians trusted Odo more than they would have, giving him too much leeway to be believable; the idea that Odo could be a sleeper agent was completely obvious as soon as his history was revealed; and Starfleet would have installed their own Starfleet security chief during Emissary (or immediately upon discovery of the wormhole) for both that reason and the fact that Odo wouldn't have been security chief under the Cardassians anyway, to begin with.
 
As far as Stafleet installing their own security chief when arriving, isn't it possible that the agreement Starfleet made with the Bajoran government stipulated that the Bajorans would be in charge of station security, and that Major Kira harangued the government into retaining Odo as security chief?

I believe that is exactly what happened. We've seen Kira go to bat for Odo a lot. It would be consistent that she was a key player in his remaining security chief.

I don't think he threatened to resign over Primmin. Yeah, he got pissed off, but then Primmin was a bit of an ass.
