The discovery of Steve Rogers, and thus the Avengers movie, takes place approximately one year after the week in which Iron Man 2, Thor and The Incredible Hulk all took place.
SHIELD has Dr. Samuel Sterns aka "Mr.Blue" (known in the comics as "The Leader") from The Incredible Hulk in custody.
SHIELD is using Tony Stark's new element that he discovered in IM 2 (Stark is seeking a copyright for "badassium"
) to reactivate the weapons system on the inert Destroyer armor from Thor. (Is it just me or does hooking up power to that thing sound like all sorts of stupid?). After a succesful activation of the Destroyer's weapon, Coulson instructs Dr. Selvig to "...dismantle that thing, and make it about a hundred times smaller. And then put a trigger on it."
One thing that would seem to confim at least some of the spoilers from this post has Hawkeye being assigned to protect and observe Dr Selvig, which jibes with the info contained in the Avengers Storybook leaked pages.
All of the above takes place at a secret location in the Mojave desert with a name that should be familiar to Marvel fans-- Project P.E.G.A.S.U.S.
