It would have been nice to get some kind of shake up in the department heads on voyager I know its a small ship with little room for advancement but still no changes except 7 but she did not have a official position

But we didn't care about them, except for Stadi. So it wasn't a shake up as nothing we cared about was shaken.
Is helm a department? Lots of pilots bickering about when they want to steer the ship. Certainly a Department. It's why Tom was always at the big table during the mission briefings. But what about when he was an Ensign? He was still at the briefings. Maybe the new helm Chief, used Tom as a liaison with the captain, or there was an dinky ensign bossing around lieutenants allocating duty shifts, but I seem to recall that Tom was being pushed around by some one... But whosoever held that post just stepped aside like jelly when Kathy repromoted Tom.
I have to inform you that growing fruit and vegetables in Hydroponics was Kes's own idea ( the episode "Parallax") so they didn't have any botanist on board.
The Enterprise had to use a civilian in their Botany department. Was Kieko in charge? they said in Bliss and Once upon a time that Naomi was taking Botany lessons from the doctor. Does that mean that they were training her up to be a botanist, or was that just in passing? Suder was into orchids. Figured some interesting uses. if he had lived, the lad could have really shone in that field if Janeway allowed him an education. girl would cut off her nose to spite her face, wanted him to rot in that "cell' and never be heard from again. Tn Tattoo, Tuvok admitted a predilection which Tuvix later shared, and also in that episode... Chakotay felt at ease just telling people that they were botanists like he was the sorting hat at Hogwarts.
Doesn't mean they had no botanist. The botanist may have been a member of the science team there to study all the pretty alien flowers they'll discover.
After they lost a few ships. I mean "crews" to vegetation, sentient or not, you'd think that a botanist would be as important as a historian of Antiquities after they started running into insane gods that thought mankind would once again make fantastic sheep for their enjoyment. If there was a botanist on board, who thought of themselves as a botanist first and foremost, and it wasn't just some hobby... They would be an asshole to leave Naomi to the mercy of computerized botany lesons form a lightbulb. So either Voyager didn't have a botanist, or Voyagers botanist was a dickhead.
