After he rejected her like that in Revulsion, woman don't like being rejected for unsaid nebulous reasons they eventual fathom out to be all about a secret origin to their body dysmorphic issues... Because men don't turn down freebies unless it's a dud doing the offering of the doing... Kim mindfucked the Borgette so well, that it took Anika two years to get back on the horse.... Yes, after he rejected her in Revulsion, the only shit show in hells chance Kim had with Seven of Nine was when the doctor was freejacking her in the episode Body and soul, even though the EMH was deeply homophobic and thought the Forever Ensign smelt of raw sewage.
I don't think the Borg allowed Seven's breast to stay, the producers did. Her physical appearance was to get folks to watch, not a representation of actual sexual physical maturity.

This would annoy the Borg.
The technology stuffed into boobs makes those Borg excellent for a screel of tasks and the Borg with technology stuffed into their penises are ideal for a different screel of tasks. Which means that there are tasks that some groups of drones because of "gender" of all things, are not suited to, and will not be tasked towards specific essential jobs.
Which goes against the Borg manifesto and way of life.
The only way to get around this is to blur the genders by adding boobs to the boys and adding penises to the lady drones, so that every drone is a Unitarianly suited to fulfil any and every task necessary to the survival and pertinence of the collective.

Did we ever see different species bits grafted onto the Borg? What if they assimilated a species with no arms, wouldn't they just use all the spare arms from drones that died in equipment accidents and from dead humanoids who were killed before they could be assimilated?
