I think Harry (and Kes, and Chakotay, and and really all the main characters who's name wasn't Janeway or Seven of Nine), suffered from poor development on the part of the writers. They didn't know what they wanted these characters to accomplish or stand for, and as a result they ended up giving them some really lame story-lines.
Voyager, being an inherently smaller ship than a Galaxy-class, has Ensign Kim somehow doing the same job that Lt. Cmdr Data does on the Enterprise, which to me makes very little sense. There's a lot of things they could have done with him, tried and failed, or just gave up on. What makes less sense is, Who is doing Ops on the off shift when Kim isn't on duty? Another Ensign? A Crewman? He should have been a Lieutenant.
Kim might have been a better character if he were always on the off-shift, and spent the whole time trying to make it to first shift. In Parallax, they even have Tuvok "mentoring" Kim on the proper way to conduct business on a bridge, but we never really see that again. Other than being an Ensign in rank, we never really see the repercussions of his lack of experience. Conversely, we saw this on TNG all the time with Wesley, who is also young and inexperienced yet at the same time he is brilliant.
He was just a mismanaged character, and they wanted to kill him rather than do their fucking jobs and make him better.

There was a couple lines in one of the novelizations of one of the movies where Bev is "thinking" about how freaky Wesley has become now that he teleports across rooms rather than walk ten feet given the option.

Jadzia's species promotes and insists on "paedophilia" since it's hard to find some one they haven't had sex with/married (which is denied socially) as they clock off more centuries and millennia in the dating pool.
