Is there really any decent enough actor out there able to play a version of the Khan character? My mind draws a blank when I try to think of someone-anyone-who could fit the bill. This doesn't mean there isn't someone out there good enough, I just can't think of one. Sorry.
Don't assume the actor must imitate Montalban. Give the reboot a little creative license.
Khan is an ambitious superman whose empire at its height spans most of the world before he is defeated, goes into exile, wakes up in the future and quotes Milton. I think there are actors who can achieve something with such a role.

Montalban's screen presence was more vital to Khan's character (and success) than a bit of barely-remembered trivia about his background. Nobody but us will no or care that he was originally supposed to have been born in India-- esp. if they have him running around with a bunch of dudes with blonde hair & blue eyes again.

If Khan is in the next film, it will succeed if it's a great character that serves the dramatic needs of the film, or fail if it's not. It won't succeed or fail, especially with wide audiences, based on whether or not the portrayal capture's Montalban's presence.
Khan's backstory is ripe for drama and character. A superman nearly rules the world before he is defeated and flees the world. He wakes up in a future paradise populated by people who are still not his equals, and his ego is wedded to the idea that it's better to be ruler in hell than just another guy in paradise.
Montalban never mined the dramatic potential of the character. He was never asked to. He was asked to provide a big presence and a foil for Kirk. He did that brilliantly, but if that's what you want, there's no need to bring Khan back. Lots of villains can perform that function.
If we're going to explore the dramatic possibilities of the Khan character, then great, bring him back. I'd love to see the reboot's take on the story.
If all we need is a scenery-chewing supervillain, then it's better to let Khan belong to Montalban and create a new scenery-chewing villain for the new movie.

Well now, Khan's precise ethnicity and culture has only been mentioned on screen - what, once, during his original appearance? If they want someone who's reminiscient of Montalban, casting by background may or may not be a good or worthwhile approach to that - but if they think it's a good idea, they can just not bother to get very specific about his heritage this time around. God knows there's been enough continuity drift where he and his history are concerned - my favorite has always been the sleight-of-hand which transformed "eugenic breeding" in TOS into "genetically engineered" in TWOK.

But I'm unclear whether Bollywood stardom has any benefit for Star Trek. I tried checking the last movie's box office in India, and for some weird reason, it isn't tracked.
I spot checked some other summer popcorn type movies, and overall it looks like India's box office is very low for a country of that size, around the same range as Denmark or Columbia. Probably their healthy domestic movie industry siphons off a lot of the demand.
