I wish TNG had used the Unification storyline to explore the Vulcans and Romulans more than it did. That was a story that definitely could have spanned more than the two-parter that we got. That would have been a great opportunity for TNG to explore, in depth, both of those cultures.

The only series that really focuses upon the Vulcans is ENT.

Should be pretty obvious. One can talk about the technical presence of Vulcan characters, whether they are actually in the spotlight or merely in the background and whether the story focuses upon Vulcan culture.

In any case, the question has been asked and answered. In short, there weren't any major Vulcan characters in TNG because Roddenberry didn't want any, under the theory of "been there, done that, somebody still owes me a t-shirt."

Although in BOBW when Deanna refers to him as "seasoned" he seems to hate it, so who knows. I think he probably woke up in an alley somewhere on a backwater planet after lost weekending with Worf and decided to keep it.
