From what I know of the extended universe, would a new trilogy have to do with Palpatine coming back, or would Lucas make something else up so it wouldn't feel like an old concept?

I strongly doubt it. Even if Lucas decided to honor the EU, the hypothetical trilogy would probably take place after Palpatine's "final death".
In Star Wars, everyone is two dimensional except the tall guy with the helmet and Jr.

Palpatine only returns in the "Dark Empire" comics trilogy. According to the writers, Lucas read DE and said it was the closest he would do a sequel trilogy (Lucas seems to like the comics better than the novels, since he added some EU comic characters into AOTC and ROTS).
Dark Empire if I remember, was initially well-thought of, as it was the first comic series for Star Wars (outside of some crappy 3D comics) since the Marvel series came to the end (Indeed Dark Empire actually began as a Marvel project). It seemed a sort of companion of sorts to Zahn's trilogy. However, with so many Star Wars stuff since, it now seems a lot less special than it did in 1991 where there was basically no Star Wars except the movies and some Han and Lando novels.
Plus, The strange color choices and styilized art are now kind of out of style; and the whole thing cheapens ROTJ-Luke goes to the dark side-although it's handled better with Luke than what Lucas ultiametly did with Anakin in ROTS; Palpatine is ressurected in a clone body, making Anakin's/Vader's sacrifice meaningless, and Boba Fett also survived the Sarlacc.

The two projects were created independently of one another and later shoehorned together in the same overall continuity by stipulating that the comic took place after the conclusion of the trilogy. That's why none of the characters in the comic mention Thrawn, etc. As a consequence of this, in the Heir to the Empire comic adaptation the book's line "the Emperor lies dead" was changed to "the Emperor lies".
if were doing wish list stuff I'd like to see some pre-TPM storyline stuff with focus on Palpatine's origins, Darth Plagueis, and how the Jedi became so complacent and stupid.
Who knows, maybe that will be next after the Clone Wars show is over. It would be great if Lucas allows them to continue on to stories after Return of the Jedi.
I would even be happy if they just kept going and showed the birth of the rebellion.
I want them to do one season for every year between ROTS and ROTJ!!!! And then keep going.

I believe that Lucas has said that ROTJ was THE END of the story as far as he was concerned. However, as the post-ROTJ EU novels have proved, there is plenty of more stories possible within the Star Wars universe. Yeah, the Rebels destroyed the second Death Star and the Emperor and Vader were killed along with a pretty significant number of Imperial troops but an Empire that endured for the previous 23 years realistically wouldn't have completely unraveled immediately and, of course, the victorious revolutionaries would still have the arduous task of re-establishing a new galactic government while simultaneously dealing with the remnants of the Empire trying to recapture its former glory.
Of course, as the post-ROTJ EU novels have also proved, it begins to seem pretty tedious as these same characters are put in the wringer OVER AND OVER AGAIN with no conceivable end in sight and after awhile it kind of makes you glad that Lucas cut things off at ROTJ.
Still, I'd be all for a post-ROTJ CGI series and/or at least an adaptation of the Thrawn Trilogy and/or Dark Empire. An adaptation of the OT era story, "Shadows of the Empire" would be cool too. The post-ROTJ had some good novels/stories that I'd like to see on a TV screen if not a movie screen.

That's why I have not read any of the post-Farscape comics. After all those characters went through, I just want to imagine they all lived happily ever after.
With Star Wars, it seems like there could be more good stories to tell. But do they have to be rehashes of the movies? Bigger enemies, more Empire, more Jedi being seduced by the Sith, etc.
I thought that some of the post-ROTJ stories were pretty good and I think that the NJO series featuring a seemingly invulnerable alien race from beyond the galaxy was a nice change from focusing on the remnants of the Empire, which had been the focus of the post-ROTJ EU but most of the post-ROTJ EU (that I've cared to read so far) was kind of hit-or-miss for the most part.
