If it were my contest, I'd let it slide. It doesn't have witches, spells, curses, ghosts, monsters, fairies, spaceships, aliens, and the like. It's just a cute little adventure/romance with dogs in the roles of people. I don't think many would consider Bambi a fantasy, but the animals talk in that film, too.

But, it's ZR's call, anyway.
