When they mention Praxis, it seems like they're indicating the Klingons have grown tired of being "nice guys" due to the peace treaty that sort of began with the Praxis incident.
Which doesn't make a lot of sense considering that, much more recently, they broke the Khitomer Alliance (or rather accused the Federation of doing so) and went to war with the UFP. And according to "Yesterday's Enterprise," the UFP/Klingon peace didn't really become solid until after 2344 and the
Enterprise-C's sacrifice. And "tired of having to rely on the Federation for support?" There was never any indication that the Klingons of the TNG/DS9/VGR era were dependent on UFP handouts.
