Gateworld again has the story with details from his blog.
Short version: Jack O'Neill and the SGC reveal the Stargate program to the world, with shades of "2001" and "2010".
Now this is the movie I want to see. Unlike Extinction, this really moves the Stargate franchise in a new direction. The program's paper-thin disguise got worse and worse over the course of Atlantis and into SGU; it's past time that the program was revealed.
Now what I don't particularly like is Mallozzi's statement that much of the action would be off-world and ship-based. If this is to establish a permanent off-world colony (which is how I would do a "revelation" episode/movie), that's great. But if it's a battle with the Lucian Alliance which ends up forcing the SGC to reveal the program instead of it being a decision on their part...not so much.
Still, I think that this sounds like it would have been a much more satisfying movie than Extinction.
