I think maybe they have to change their priorities then. Trek XI was a huge blockbuster. Shouldn't they be spending their time on the script for a sequel to that rather then writing scripts for tv shows??
They should do whatever they want to as long as they are keeping the studios happy, thus why they have steady employment.
Like others have said delaying it until Holidays 2012 could be a disaster.
Potentially if this was a Pre-Abrams Star Trek.
With so many potential blockbusters coming out at that time Trek will have a very narrow window.
Summer 2012's schedule which has a lot more fierce competition.

I cant believe after the huge success of the last movie it seems the studio is just letting Trek 2 sort of sit in limbo for all this time and then risk the future of the franchise against such stiff competition if it has to compete with The Hobbit etc...

It's not JJ, it's more the fault of the writers. For various reasons, the script is taking longer than they probably thought. Possibly because they have so many other projects going on (including at least 3 television shows, and a handful of films). They're essentially spread too thin and Trek is a victim of their success.

Perhaps Paramount has seen the outline (and the critical beating
Transformers 2 took) and aren't as certain as they once were that the sequel is a summer tent-pole film?
Keep in mind that all this speculation is coming off nothing more than a rumor.
