I'm sure Jack and Gwen will be safe, not so sure about Rhys, though I hope he survives. I love his character. I do hope they keep him in more the grounded outsider. He makes a great counterpoint to the Torchwood folks. Also, the actor is so very lovable, like a big teddy bear.^ Except that by killing characters, RTD was making a point that what Torchwood does is extremely dangeous and has immediate consequences. He's kind of similiar to Joss Whedon in that sense. I suspect that some characters will be killed off. I think Jack, Gwen, and Rhys are safe.
BTW in case it hasn't already been mentioned they're recording another series of Torchwood Radio Plays too and apparently GDL is in them, so they'd have to be pre-COE.

Have you heard "Ghost Train"? It's the most recent audiobook (as opposed to play) that was released, though it's actually read by Kai Owen in character as Rhys and it's absolutely hillarious.
I have the first 5, they are a bit hit and miss.
