The current rumor is that this story seems to take place in an alternate timeline or universe, where the Roman Empire is ruled from Britain. As for why Churchill exists at the same time as Widescreen TV, perhaps technology moved at a faster pace because the Empire never collapsed. Not sure what the Silurian is doing there, perhaps they've made peace with the Silurians as well. Perhaps this is where Rory gets his new Centurion armor? Also I wonder what the Cybermen have to do with all this...they seem to have a habit of popping up in alternate universes lately.

If by "they" you mean the production team and the BBC, I'm sure they made the sensible decision that the benefits of getting Doctor Who on the United State's most-watched morning show outweighed the revelation of a line of dialogue from an episode six months down the road. The more Americans who know about Doctor Who, the more people who might watch it on BBC America, the more ad revenue and DVD sales are possible. So was I, but then again there really wasn't anything here you wouldn't see in a Next Time trailer. There's nothing about the key elements of the show - the characters. They kept her away from Karen and Arthur, for example, so we don't find out what's up with them. All we know is that River Song is involved, and it was announced earlier that she was going to be a presence throughout the season, so no surprises there.
