There's no way I could know for sure, but I feel that it was improvised. We've been hit by storm after successive storm, so there've been plenty of opportunities, but the attitude that permeates the city seems to be one much more of frustration than of whimsy. Then, this springs up over night. I'd like to imagine it was a pack of frustrated young adults who spontaneously shrugged off their cynicism and got up in a moment.^I love the way a tentacle is wrapped around the fence.
It's very clever. I wonder if whoever made it planned it out in advance and just waited for a big enough snow-day, or whether it was improvised.
