The proper procedure is to provide the link and quote only a small portion of the article, ideally no more than a third (I think -- been years since I was a mod, so I'm a bit rusty). If they want to read the whole thing, that's what the link is for.
I never use the quote from the article. Normally just post the link and give a brief description of what it contains. Didn't know there was a procedure to follow.
