I got that much, which isn't funny. The funny must be in the rest of it, and recognizable to... someone.

It's not a joke, so much as it is clever. If it doesn't seem clever to you though, then there's no point in explaining it.

That is an awesome tour poster.

An awesome tour poster is exactly what it is.

It's announcing a November 20th (2009) DEVO show at Irving Plaza--a popular venue dating from the days of the late-1970s New York punk/new wave scene, and the artwork is presumably a takeoff on an advertisement depicting a box of Cēpacol lozenges similar to the package pictured here.

The artist, whose name is given in the poster itself, is known for subverting commercial or otherwise iconic images to promote other interests. (See a few other examples here.) I'm sure the residence/residents word-play is also entirely intentional.
