The Beeb should put together a massive multi-Doctor 50th anniversary special for charity, ala' Children In Need. Get the Doctors themselves to host the broadcast of the adventure, each taking turns for pledge breaks to influence people to pledge money to all the worthwhile charities they represent, and the number to call.
I feel one-hundred-percent certain that if you made it more than just the anniversary of a corporate franchise, and used it as the useful humanitarian tool that it can be, no actor would turn down reprising his or her part for the greater good. Especially not Eccles. He would be the first in line...

McCoy wouldn't be one of my favourite Doctors, more through lack of exposure to him than anything (the only thing I've really seen much of him in was the McGann telemovie and I did like him in it) but I'd like to see him and any of the others return. I hope Moffat feels the same!
I think that a sylvester McCoy doctor return for the 50th anniversary special would rock! I also like the idea of using CGI to create the previous deceased docs..
however, I am in favor of look alikes, which have make up work done to look even closer to their counter part..

I think it's a given that the 50th anniversary should be marked by a multi-Doctor special. Though in regards to the first three Doctors, they should just leave them out, maybe with some bogus wibbly-wobbly explanation like they're too far back for the time differential to work. I'm assuming the time differential excuse from Time Crash would be brought back to explain why everyone pre-McGann looks so much older.
Well, there is a precedent for re-casting a deceased Doctor, namely Richard Hurndell standing in for William Hartnell in The Five Doctors. I wouldn't be averse to the First - Third Doctors being re-cast if it were well done. I'd like to see Sean Pertwee stand in for his dad but I understand that he's ruled that out.
I'd settle for the four previous Doctors.

I'm also not a fan of the idea of bringing back the deceased actors with CGI. I think they should just get whoever they can get (including companions) and create a good story around them.
I'm not a completest and just don't feel the need to cram every single Doctor into one story just for the sake of having them all there.
I'm with you.. recasting certainly isn't out of the order.. and there is precedent for it.. so..
I just don't agree with these people who say "if they are still alive, then they should play the doctor role they used to." I don't agree with that..
the fourth doctor is owned by the BBC, not Tom Baker, so if the BBC decided to recast a similar look alike to play him then so be it.. same with CGI.. and even if they decided to offer the part to Tom Baker, it is their prerogative..
but, I say this with all the delicacy of a cherry tart..
I would prefer an actor or CGI rendition roughly the same age as the previous doctors when they regenerated.. then an older version of the original actor just for the sake of tradition..
that may put me at odds with other whovians.. but it is what it is..I feel what I feel..
i wouldn't want any of the deceased doctor's back unless they did a younger One, picking an actor who looks like Hartnell, but younger...
See, that would be absolutely what I would do. Have Smith & Co. open the season. Then, devote the rest of the episodes to various past Doctors doing their solo thing, and come together for the two-part season finale/anniversary "The Eight Doctors".
I should concede that while I would have no problem recasting the first three Doctors, I think it would have to be a brave, brave actor who would dare attempt to fill the shoes and scarf of Tom Baker, if he was still alive and simply refused to take part.
