Khan was an arrogant fool, but the really good villains always have an obvious achilles heel. Alamo as Dukat was really good at first. He had me convinced he was changing for the better and seemed so sincere, I was surprised when he turned. I was also dissapointed by DS9's choice of overusing his character. Then he wasn't so interesting and mysterious anymore.If we count all of Trek, I go for Q, then Dukat, perhaps Annorax.

Balance of Terror - is that TNG? I also like Gul Eveck, (I forget who plays him). Reminds me of people in real life who play the victim so well, they can be just as dangerous as aggressive ppl.My choice(s) would be the Romulan commander (Balance of Terror) and Kang (Day of the Dove). Great characters, not just paper, one-dimensional villains.

I'll go with Mark Lenard as the Romulan Commander. Brilliant.
