Not exactly. Assuming you're talking about the Ferengi Rules of Acquisition, which was actually written by Ira Steven Behr (though the cover credits Quark as the author, as told to Behr), than that only listed the ones which had already been quoted on television at the time the book was written.

Yes, they did make them up as they went along. They never made two rules with the same number, and they never made a complete list (as evidenced by the link).
Most Trek concepts are made up, as is most other artistic items.
Look at the Klingons, the ridges, battle armour and language come from the films, and their honour culture/Kahless is from TNG. It's just made up as they go along lol.
