I don't know about the other people, but I think Star Fleet as an idealism military faction in 24th Centuries lack of Hazardous Field protection gadgets. They seem don't even care the safety of their starship crews. Beside the Officers are looks like Desk Officer instead of Field Operative.
Look at how Picard and his crews when fight the enemy in an away team mission. They just take Tricoder, medi-tricoder, and a simple phaser. Oh yes, I forget to mentioned Star Fleet Pin. Other than that, they just don't take anything else. They even wear office leather shoes, not boots. Plus, they don't even know how to hide in a fire fight situation. Fortunately for them, the enemy are just the bunch of idiot who can't shoot the target. So they don't need to hide to save their own skin.
then look at Star Trek XI. We can see a female officer blown away from the ship, thrown to the void space without any chance of survival.
And, if you remember in engine, the engineers didn't even use hazardous equipment when they work. Yes, the room is completely safe in normal condition. But in dangerous situation like combat? what if there is a radiation leak in the ship? Aren't the engineers crew exposed to the radiation or dangerous situation?
In combat, we can see the bridge officers doesn't use anything to protect themselves. It just... stupid if you ask me. What if there are power failure to the life support system? Don't the captain and the crews will dead in an instant? Shouldn't they wear protection just like space suit when in battle? Or has any oxygen tube in the room for emergency use?
It just stupid. A well established sci-fi like star trek should has consider all of them. Even the today USA gives their soldiers more protection than Star Fleet Officers.
Optimism of better tomorrow? Oh yes, if you consider that every Officers in star fleet are superman / supergirl who doesn't require any standard hazardous equipments.
