That is true, but I never could really see Droxine as sexy and kept wondering "That's supposed to be sexy?" I had a similar reaction to Rand (though at least she was good-looking, unlike Droxine) and those women from "Mudd's Women"... But there are exceptions - like the Romulan Commander, Marlena Moreau, Nona from "A Private Little War", Zarabeth, Edith Keeler...Well off hand I can't think of many moments in TOS which I find sexy but I am just starting to watch again so I will keep my eyes open. For me what stops many the TOS episodes being sexy is that most of the "supposedly" sexy women are pathetically weak and speak in little girl voices like Droxine in The Cloud Minders. There are of course some exceptions like Edith Keeler in City on the Edge........

But Zarabeth was blonde the last time I checked. So was Vina, and Elizabeth Dehner, and Kelinda, and Julie Newmar (whatever her character was called), but they don't fit the above description.

OTOH, the actress who played the Romulan Commander had lots of charisma and presence. Nichelle Nichols brought some of that to the screen, too, even though her character was often written as girly ("Captain, I'm frightened") or just underwritten.Devil, I wouldn't say that Rand fits your description at all (well, except for the crazy hairdo!) She was actually quite a strong character in the few episodes she was in. We can fault her claim in "The Enemy Within", that she wouldn't have reported (evil)Kirk's attempted assault if it hadn't been witnessed, but I'd balance that with the way she handled herself in "Charlie X".
Now consider some of your exceptions -- an apparently strong fleet commander who lets her Vulcan fetish make her careless in the middle of an interstellar crisis, Mirror Marlena and Nona are basically sleeping their way to the top...
