He won't turn down high profile work like that for the sake of not liking wearing the wig. He's too professional to throw a hissy fit the like of which Eccleston threw about wearing period dress in The Unquiet Dead (oh, err, allegedly). 1) RTD never approached McGann for the role, so it's an error to say that he "robbed" McGann of anything.
2) The Eccleston story is BS, just based on the evidence of his other work, as presented by others.
3) If he returned, why would McGann even have to worry about a wig?
SCENE ONE of THE TIME WAR:-We see snaps of hair falling to the old wooden floor, the sound of clippers chiming in as the voice of the 8th Doctor continues to elaborate a memory or story to the barber. It's the Old West, and as we pan up, the barber spins the chair around to reveal Paul McGann with a freshly cut head of short hair.Boom. Done. That scene would take ten seconds of screentime while random credits floated in and out, and nothing else has to be explained.
"Much better....MUCH better, Willy!" the Doctor exclaims, running fingers along his head while examining in the mirror. "I was beginning to tire of all that hair."
The last sentence is, of course, ironic given what the 9th Doctor will look like...
