You can use the GIMP, which is free, to do graphics. Google it. It does a much better job than Paint.

Pixlr too, if you're not inclined to download anything. It's online, it's free, and it's pretty decent for stuff like avatars, sig/card images.

As for Gimp, in some ways I prefer it to Photoshop. Hard to explain, cause the program is a stubborn mofo at times, but I think it does a better job in terms of touch-up work and a lot of compositing than Photoshop. Combine it with PaintNet and you've got a good, solid, FREE, graphics package.
