Yes I've seen that pic used by folks on other forums when the situation called for it.....very funny and amusingly appropriate!

NBG011, I think that scene was in the episode A Matter of Perspective, but I'm not 100% sure.

Riker's wearing the Season 3+ uniform so that's not "Measure of a Man." Picard's arm/expression/head is 'shopped in from "Deja Q", Riker is from "Matter of Prespective" where he was on "trial" for "killing" a scientist, I think this scene is during the prosecution's "holo scenario" of their case and him realizing how they're railroading him.
