yes one actor, if the show recasts Gwen, Ianto, Owen & Tosh it wont really be an issue, but if its just John Barrowman as Captain Jack with new characters and it left vague as to where in the timeline it could fit, and S4 is not made by the BBC proper, it could be seen as S4.
But it really wouldn't be unless one of the showrunners specifically says it is a direct continuation following Children of Earth. It would be Torchwood US s1, not Torchwood s4. There's really nothing to worry about.

Clearly Torchwood US is just the next logical step in the RTD gay agenda(TM) - first Cardiff/London, then the USA, then THE WHOLE WORLD.
Well, in a country where controversies arise over the supposed sexual orientation of Tinky Winky and SpongeBob SquarePants (like the US or Poland), it's safe to assume that an American remake of "Torchwood" would contain only straight characters... except maybe for the hot lesbian/bisexual (in any case female) supporting character. This is under the assumption that the remake won't air on HBO.

If the US Version references events in the UK version, that would pretty well seal the fact that it's "in continuity", IMHO.
Wamdue, BBC don't get Primeval because it's not a BBC property and they aren't having it produced for BBC. Watch saved Primeval by doing a deal with ITV and the production company so ITV get series 4 and Watch get series 5. UKTV isn't wholly owned by BBCWW so it's being produced for Watch not BBCWW... It's not comparable because Torchwood belongs to the BBC.

I highly doubt that if this gets made (and at the moment there isn't even a Pilot commitment let alone a Series) that it will be set in the same continuity as the original series. They'll just have Lincoln or someone having set Torchwood up instead.

Indeed. Explaining why there's a Torchwood in the U.S. is easily done and is the LEAST of this show's potential problems.
Personally, I can't wait for the American Doctor Who remake, where he's played by Jeff Goldblum and his TARDIS, instead of being a blue police box, is a Paddy Wagon. And it's all set in Vancouver and he flirts every week with his wise-cracking assistant. But I'm dreading the 'will-they/won't-they' chemistry being ruined in season 4 when they get married. But they'll sort it out by having him regenerate into Taylor Lautner.

I think that remaking Doctor Who for American audiences is padding in the article. BBC is NOT going to let her do that, when they are trying serious effort raises Who's profile here in the states.

It's scary that people can't tell the difference between the story part of the article and some speculation at the end from the writer. (Who seems to be under the impression that Tennant's departure basically means the end of the BBC series.)

Well, since regular American TV is so restrained when it comes to "adult content", the few networks with actual freedom in that regard tend to compensate by going all the way. It's a "finally I'm allowed to do what I never could do before" thing.

Whether they were overdoing it or not is a matter of opinion. But I can guarantee that a lead male gay character who is as manly and cool as Jack is not fit for American tv. Maybe if he doesn't swear, though.
