To be fair, this is not the first time Trek has depicted a lack of orbital defenses around Earth or some other key world.
When the Xindi weapon came in Enterprise there was no opposition to it despite Starfleet having known about the existence of a planet-destroying weapon heading for them for nearly a year.
Hell, even in DS9 we learn the Dominion easily took over Betazed because of the planet's "outdated defenses."
So Earth and Vulcan not defending themselves against Narada is actually one thing in this movie that is consistent with established Trek.
Now what bothered me is that the Vulcans believed Nero's attack was a natural disaster. A fucking octopus is in orbit drilling a laser into the planet's core, and the most advanced, intelligent and logical race in the galaxy believes its natural? The hell are you guys smoking up on Mount Seleya?
