Mirror Universe 'Regent'

In the MU episodes, Worf is given the title of Regent within the Klingon-Cardassian Alliance. How would such a position have originated? Don't the Klingons have a chancellor in this reality to run the empire?
 
Regents are generally similar to Governors or second in commands for specific domains, rather than a head of an entire empires.

A regent can refer to a appointed head of state that rules in the actual ruler's stead due to that person being unavailable to rule (due to age, illness, or is off somewhere). So a regent can very well be the head of an empire.

What does that mean for the KCA, not exactly sure but I can theorise about what it would mean for the Klingons specifically. The mirror universe Klingons could possibly maintain the same prophesy as their primary counterparts that Kahless will one day return to lead the empire. That means any other ruler would be just a stand in until he returns and therefore they would basically be regents.
 
A regent is a person appointed to exercise the powers of the position of head of state while the actual head of state is incapable of performing such actions, most commonly when a legal minor ascends to the throne in a monarchy, but also serving if a monarch was mentally incapacitated in some way.

We don't know that Regent Worf was regent within the Alliance. It's entirely possible that it's a specifically Klingon title.

In the recent Mirror Universe novels, it's established that the Klingon Empire is always headed by Regents who are considered to reign in the absence of Kahless, who is still considered the Emperor. The Regent of the Klingon Empire is formally styled as "His Imperial Majesty, He Who Holds the Throne for Him Who Shall Return."
 
Wasn't there some talk about having the first DS9 Mirror Universe episode, "Crossover," establish that the Alliance was headed by an Emperor from the House of Duras? I don't think it made it into the final aired episode.

If that's the case, Worf could merely be this Emperor's Regent for whatever reason. Maybe the Emperor is too young. Or he could simply be a figurehead while real political and military power rest in the Regent.

That episode mentioned Duras' house, yes, but not an emperor.

We have no idea who the true ruler of the KCA is/was - i.e. who the Regent is ruling in the place of. It could be Emperor Tiberius (from the Shatnerverse) or someone else entirely.
