From IGN Movies: according to X-producer Lauren Shuler Donner, "the much-loved Wolverine-in-Japan storyline... was originally meant to be the plot of the first film until studio Fox asked for an origin story instead.
'Well, they had a reason for that,' Donner explained. 'They wanted to make sure that we weren't just taking for granted that people saw the X-Men trilogy, we didn't take for granted that people were coming into the movie and knew who Wolverine was. And they felt that they needed to lay that basement, that framework, by doing this movie.'"

X2 explains where Wolvie got his claws, and where he lost his memory. $400m+ revenue.
X3 features Wolvie, in case people had forgotten who he was. $460m revenue.
But apparently Fox thinks we're all amnesiac imbeciles, and have to take a Wolvie 101 crapfest before we get to see the movie we wanted in the first place.
Either that, or they figured they might not get a second (fifth) Jackman Wolverine after the Japan storyline, and those in the know are hiding behind this excuse to sock fans for all they're worth. Which might have been excusable if XMO:W weren't terrible.
