I wasn't sure myself if the Denobulan in Blood Will Tell was meant to be Phlox - given the context, I just guessed that the artist was using him as a template for a generic Denobulan, much as Commander Kuri in "The Time Trap" looked remarkably like Koloth (twins?).

(Don't count on ENT, though; they've stated that that's partly an issue of likeness permissions, i. e. "a certain cast member" - which can only mean Scott Bakula, as none of the others have ever had their likenesses appear in comics - is so demanding about his likeness being EXACTLY how he wants it that the continual art revisions would be impossible to deal with.)
Stewart's likeness rights would have had to transfer to IDW, right? So how are the TNG comics any less of a hair-pulling experience than an Enterprise comic would be?
The licensing issues seem to be very flexible, as Tuvok and Annika Hansen also have small roles in "The Last Generation", and they never appeared in TNG at all. Either whoever approves these things is being very accommodating, or just not spotting them! (Which wouldn't be unprecedented. Marvel's first ST license only allowed them to use characters and concepts from ST:TMP, yet that series featured cameos by Kyle, Lt. DeSalle and Admiral Fitzpatrick - probably unrecognized as minor faces from TOS by the person in charge of approvals.)
How small are their roles? Just cameos? Like I said before, I think the license allows minor roles for characters from other series, just so long as the story isn't about them.
One of the busier DC artists said that Patrick Stewart and Marina Sirtis had likeness approval, and that Stewart was demanding changes all the time, which drove DC crazy.

I'm just going to wildly and somewhat unrealistically suggest "Alien Spotlight" become a continuing series and feature all those aliens and more. As for the current series, can someone fill me in? We've had another Romulan, a Klingon, a Tribble, and a Q. I heard we were getting Betazoid, Tholian and Ferengi, but there's only two slots left. Which one got axed? I hope it's Ferengi, not because I dislike them but because Tholian and Betazoid would be more interesting. Not much action in a Betazoid story, I imagine. It would be nice to see how they worked that, and nice to see a Betazoid story not involving telepathy, perhaps?![]()
