I think the point is, that like the first document he signed, if Jayson was to go on to commit a terrorist attack, the government can say to the best of there knowldege Jayson was not a terrorist, so had no reason to suspect him, and look they even have a bit of paper to prove it.As if a real Terrorist wouldn't be willing to lie about it.
I work on an Army post and never had to sign any paper saying I am against terrorist.

I'm not going to lie, I'm not entirely sure what we're talking about. 
You make reference to line from Star Wars. I use band that made reference to Star Wars in their title (Nerf Herder), I then use popular show which used song from said band as show's theme music. I then proceed to make connection between the show to its spin off which had a theme song by Darling Violetta. See? I am a nerd.
