I got the original image from this page (image 36). I thought that the man I replaced with Spock already looked like a Vulcan. I was just going to give him eyebrows and the haircut but I just don't have the skill for that so I just used Paint to replace the head.

Almost exactly what I have been looking for... now if I could find David Tennant in a Movie Era (after TMP) uniform. I have started looking for the requisite pieces to cobble one together myself, but I lack the skill with GIMP to do it well yet.
