Yep. Aren't going to get rid of him that easily. He existed. It's just that the people in the new timeline may never be blessed with him.

It is possible some of the Trek characters we know will never exist or if born, live different lives in this timeline. Maybe Sisko was never born. Data may not get built. Jean Luc Picard may be born, but decides to go into archaeology or run the family's wine business instead of entering Starfleet. But only in this timeline. No one has been retconned out of existence in the old timeline.

How do we know his parents were in the 10,000 that made it off?

Doesn't matter. Perhaps only 10 thousand escaped from the implosion, but lots of others simply didn't need to escape, because they already lived off world and weren't on Vulcan to begin with. Perhaps millions of them, in Vulcan colonies, on Vulcan space stations, on Vulcan ships, not to mention those living among and/or studying alien cultures.

From what I've heard, Tuvok was born in a Vulcan colony on some moon, which at least hints that his parents were colonists, and not residents of Vulcan anyhow.
 
the fall of the Federation? Just imagine billions of geniuses unexpectedly going silent... I doubt even old Spock and his knowledge of future events can make up for that.

People are missing the point. Even if his parents were among the 10,000 remaining Vulcans, the timeline has been changed. His parents may have children in this timeline, but that doesn't mean Tuvok will be one of them. In fact, it's probably statistically nearly impossible.

None of the characters in Trek from the other timeline are guaranteed life in this new timeline unless they were born before the events that created the new one. Who knows if they'll even be a Jean Luc Picard? Doesn't have to be. Wouldn't bet on it.
 
It's all theoretical anyway. There's no evidence we will be seeing much 24th-century stuff in this timeline for a long time (in canonical Trek, anyway). It's a different timeline. Tuvok still exists millions of times in other universes, including the original timeline, but might not in this one. But it doesn't really matter anyway...
 
You're assuming that the planet that SpockPrime for the remaining Vulcans to settle will not be named Vulcan or NuVulcan and by TNG/DS9/VOY time be come to known as simply Vulcan. God knows they constantly change the travel time from system to system. This may be one reason Vulcan is closer/further than it was in ENTERPRISEs' time.

^ Unfortunately that attempt to converge two universes can't succeed. There's the plot to TNG "Gambit, Part II" for instance, which dealt with archeology and finding the final part of an ancient weapon from the time of Surak... on Vulcan.
