The transporter is still relatively new. We don't know its range. It's also a good idea to try to defuse a mine rather than let it explode next to your ship.

I saw this episode recently, and I wondered what was on the planet that was so important to the Romulans. Also, wouldn't a couple of cloaked warbirds be able to defend the system just as well against most threats?
