Just a guess, but...Quark to Odo in A Man Alone?

If not that episode, then the same characters in The Siege.

Or...maybe not. But I'm pretty sure that it's Quark to Odo!

I'm pretty sure it's them too... if it's not one of those episodes, then I think it might be "Broken Link".
