I think a "heist" is generally considered entertaining. Stealing from a museum, bank, or casino is not the same as stealing some poor Joe's hard-earned stuff. I'm not saying that makes it right but it has long been the stuff of Hollywood. Besides she did get arrested, so the kiddies would hopefully be smart enough to realize that the Doctor isn't going to be there to free them in real life. She played a part in saving the Earth so I think the Doctor considered her to have redeemed herself enough for one pardon. Gotta lighten up people.

Because the Doctor never did anything that could be considered morally wrong like say goading someone into blowing up their own star system, or stealing a time machine from his own people.

Frankly, I'm far more disturbed by the punishments that the Doctor dished out on the Family of Blood. Death seemed far more humane and civil (and like the Doctor, I'm against the death penalty) than sentencing someone to living inside a supermassive black hole for all eternity. Suddenly theft (retroactively justified theft, at that) doesn't seem like such a big deal anymore.

That perhaps parents should actually talk to their children and explain that stealing is wrong rather than rely on a television programme to raise their kids for them.
And if you are going to complain about the Doctor Who easter special, shouldnt everyone be complaining week after week about Robin Hood? Afterall he steals and assaults people! Very bad message to put across on a kids show.
