I was looking at the third teaser but I believe the scene appears in every one. Right as Kirk rides up and is viewing the building platform of the Enterprise. You're looking at his back as he looks at E.In the first teaser or where?
I rewatched the trailer. That's a lens flare. It's supposed to add realism to the effect of a giant space ship standing in front of Kirk. If you ask me, it works.
It certainly is not an effects error.
That's because your eye hasn't got a camera lens in it.
Lens flare from what? I can look at somebody staring off at an airport and I don't see any kind of reflection/glare just floating around them for no reason. The glare is not coming off a fixed object in the scene nor does it move with any corresponding part of the scene. It's just "there". The glare I see actually floats from just above the fence post and runs along (but not actually on) the column under the nacelle. I'm sticking with effects error.
How? The effect isn't there to make you think you're standing there yourself watching the Enterprise with your own eyes. It's there to make it appear like a real ship was filmed with a real camera. It's there to add realism to an otherwise quite obvious CGI effect. As I said, I think it makes it look more realistic. But our mileages seem to vary. 
I've circled the horizontal lines that move when the camera moves. I don't think it's lens reflection.

I think it's glare in the lens from one of those stacks of lights on the right-hand side of the image. Notice the lights come in banks of eight, grouped four and four with a gap between them. Then the mystery lines; which are clustered into eight groups, four and four, with a gap between them.
It's some sort of reflection in the camera. (Or is intended to be to make it look like there's really a camera filming the CGI construction site.
