The beginning of Gens takes place about 3 years after STVI:TUC yes?
So, Tuvok could've transferred or been transferred to Skipper Cameron Fry's 1701-B very easily. There's no reason why not.
At the time Gens was being made V'GER was in pre-production, if not the pilot & alot of the 1st season episodes already made.
GENS release date was only 2 months before “Caretaker” premiered on UPN.
So, I think Tim Russ's nameless 1701-B crewmen should've been given pointy ears & left everything else the same.
Let it be a somewhat subtle “invisible” treat for aficionados & “canonuity”
At the end credits, aficionados would notice:
Officer Tuvok played by Tim Russ
As time went on, this, had it been done, would've been great for V'GER & GENS
Plus, this would've strengthened “Flashback”
How come it didn't cross the minds of TPFB&B to do that
