With the recent revelation that Alex Rodriguez used steroids, but only while he was a Ranger because it was so hot
, and the general feeling that steroid or other performance enhancing drug use in sports is so prevalent, here's a novel solution:
Remove all the rules. Let guys use whatever they want and however much of it they want. Let the team doctor provide some education regarding potential side effects, but after that, it's hands off.
Even though some of it may be illegal by the laws of the land, the league doesn't get into policing it or "outing" its members who choose to use performance enhancing drugs.
If everybody can do it, it takes some of the "arms race" idea out of its use and there are no more questions about different players.
