They are part of the palette of the language. I'd agree with you if we were talking about someone who could only express themselves by using swear words. That's like somebody who only wears black or only eats pizza. But to deny yourself the use of swear words is the same as denying yourself the use of a car's top gear. You'll still get where you want to go but it will be more difficult and not nearly as fun a drive.
I do "own" the audio book and listened to it a year or so ago; I think it's true that Obama speaks the audio book version himself (if it isn't him, it's an actor who sounds amazingly like Obama), but these quotes didn't stick in my mind. But I'm 99% sure it's genuine.
Speculation: They may have been court-ordered.

People who swear excessively because they have nothing else to say is the exception, but swearing and "vulgarity" in and of themselves are not signs of ignorance.
It has to be done right. Most sailors and Marines can whip them out and it really means something. When some dumbass teenager does it, then yes, it's ignorance.
