They are a warrior race, even the most average klingon would pawn an experienced human soldier. Klingons are (when not raised by humans) conditioned since birth to fight, humans in trek are not (unless they are raised on non federation worlds)

Actually, Klingons are a bunch of sneaky little fascists no bigger than James Kirk. See "Errand Of Mercy."
Which suggests making all the money back theatrically, though a nice thought, may not be the motivation here but perhaps the money made over the long haul.
The total take with theater, DVD, toys, pay channels and eventually broadcast TV may be enough to justify the big budget. It could be a bird in the hand given enough time and repackaging. I don't really know though, just guessing.
