Basically, the closer you get, the more exponentially difficult and expensive it gets. It'll take a mega-corporation and hundreds of billions of yen to fully develop one. If we had that kind of commitment now, one could be built inside a decade. But that is extremely unlikely, given there will likely be little ROI from such a monstrously complex project in the near future.
