I'm sticking with the theory that it's a closed loop - a predestination paradox. There was always Borg wreckage there, and the NX-01 Enterprise was always involved.

Plus, it explains why the "Q Who?" Borg cube is already heading in Earth's general direction - it must have picked up on the distress signal sent out by the "Regeneration" drones, a signal which had Earth's location in it.

Only it is a bit strange that the cube is first at the Neutral Zone, and then later in "Q-Who?" it is 7000 lightyears away. But you're right, it does explain their presence in the general vicinity of the Federation.

Ofcourse, a couple of years prior to "Q-Who?" the Borg assimilated the Hansens, so it is possible that they already knew the location of Earth before receiving the coördinates from the "Regeneration" drones.
 
Indeed, the Borg presence near Earth doesn't really require any explanation. Why wouldn't they be there? They are everywhere. From the looks of it, they have always been. As per "Dark Frontier", they just don't bother to show themselves to species they deem too primitive for assimilation for the time being.

"Regeneration" as such isn't too objectionable a plotline or a Borg saga chapter, IMHO. What is profoundly silly there is that T'Pol can somehow divine that it takes exactly 200 years for the Borg message to reach its destination. How can she do that when all she has is a direction, and no idea of distance? The message might have been aimed at a target just two minutes away, or outside the galaxy by twenty thousand years. Also somewhat silly is that the Borg never manage to seriously harm our heroes, and that Phlox is successful in fighting the nanoprobes.

I would agree it doesn't really matter if the Borg got the message or not, they were gonna be there anyway.
Plus along with the Hansens in the 2350's, VOY also had the Borg encountering and assimilating the USS Tombaugh in 2360, 4 years prior to "The Neutral Zone" (from VOY: Infinite Regress)
