Actually, without a doubt he is the least annoying of the three. I really can't stand Owen - I dislike him intensely. I also generally dislike Jack (although he was tolerable on nuWho), but not nearly as much as I dislike Owen. I wouldn't say I 'dislike' Ianto, but as of the point where I stopped watching Torchwood (middle of series 2) they really hadn't done much with him yet and I found him kinda a sort of boring second-tier character who hadn't really found his place in the show yet.
Maybe he got better after I quit watching. But it seemed like Owen was the writer's favorite character and they were focusing on him quite a bit....and I really wasn't interested in sticking around for that. See...I'm one of those people who, when I reach a certain point of dislike of a show, I simply quit watching. I don't watch it until the bitter end, bitching all the way.
I like Gwen though...and that other girl. They were good!

Gwen and Tosh are lovely - very popular around here. I think the actress who plays Gwen is probably the most famous woman in the area at the moment. There's a lot of fan-hate for her too which just baffles me so I'm happy to see some like for a change!
As for the boys... Jack I don't really care, Ianto I just think is great in series 2 when they gave him a backbone, and Owen... well I love a good bastard but both me and the vast majority of the fanbase will tell you he was GREAT when he got killed/undead a little later on!

Anyway, I can't tell you either why there might be fan hate for Gwen. Frankly, she is my favorite character on that show, followed by Tosh. I think that Gwen has an interesting storyline...and I think that the actress who plays her is excellent. She is really the main reason I continued watching the show as long as I did. I really enjoyed her performance.
As for Owen, I know alot of people love him. I've been reading that for months - he seems to be alot of people's favorite character. But I don't like him at all. I think he was really a jerk toward the end of series 1...and the beginning of series two did nothing to change my opinion. The actor is okay I guess - not great, IMO, but not terrible either. But the since the actor leaves me flat and the character annoys the hell out of me, he comes out a pretty strong negative overall, for me.

Nah, Tennant's far more annoying. Martha was excruciating, too.
I found the rest of the Torchwood crowd boring rather than annoying.
I didn't even watch Scooby Doo and yet I'm compelled to agree with the nominations for the Scrappy creature. Making a cartoon character that irritating must qualify its creators for some sort of award.
Shannon from Lost was pretty damned irritating too, but Sawyer is the hands down "winner" for me from that show. Ugh.

As much as I like my Torchwood, it has to be said that Gwen is the only one who has a storyline at all over the two series (until Owen got unkilled).
I would highly recommend watching A Day in the Death, Something Borrowed and Adrift from series 2 (eps 8, 9 and 11) If ADITD doesn't make you like Owen any more then it really is a lost cause, and the other two are really good and very much Gwen's episodes, so I wouldn't like to think you were missing out on them!

Gaius Baltar, definitely. The biggest, whimpering pathetic coward ever to darken my TV screen. Yeah, I realize he has a purpose. He's still annoying as all get-out when he shows up.
Lindsay Monroe from CSI: NY--self-centered, whiny character played by an actress who can't act.
Charlie from Lost, though I did feel bad for him in the very end, so I'm not sure he quite makes the list.
