Can Tricorders double as Communicators ?

With shift functions can the Tricorders also act as Communication devices ? can they be used to home in on a person away from the ship ?

they should be . . . I mean it would be dumb if they didn't, but I don't recall them ever being used that way on any of the shows

It would be a waste if they couldn't send data back to the ship. Of course they could only have bluetooth to talk to the communicator and relay that back to the ship.

Isn't the EMRG button a purge-to-ship button? I seem to remember that in the TNG Technical Manual.
