I agree. DS9 is special. It didn't have to resort to: disease, anamoly, alien, couple of the week to make it shows.
DS9 is better because Moore actually had other great writers with him to keep the show on track and reign in bad ideas of his (Ie: turning the show into a badly-made soap opera like nuBSG) from dominating the show too much.

Personally I think it's "popularity" (if you can call having marginally more viewers than Stargate: Atlantis "popularity") is due to one of the same factors that contributed largely to TNG's. No competition. With Stargate in hiatus, there are really no other shows of it's genre on right now. I know that's the only reason I watch it.
I think DS9 is brilliant, but sometimes it just felt disjointed. Especially towards the end when it seemed like it was "Shit, we forgot about the emissary storyline and the Dominion storyline".
